Sulpicio Lines, operator of the Philippines ferry Princess of the Stars, has accused the weather bureau PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) of late reporting of Typhoon Fengshen as the primary cause of the ship's sinking.
