The owner of Northern Shipyard ("Severnaya Verf") in St Petersburg, Sergei Pugachev, has offered to merge his yard with the state-owned United Shipbuilding Corporation (USC), controlled by deputy prime minister Igor Sechin.
USC manages the 21% state stake in Northern. Still undecided is whether Pugachev will retain a stake in the new grouping.
